PROBLEM/BACKGROUND
Current
requirements within state ORV regulations pertaining to children prohibit some
young competitors from participating in supervised events on closed, private
courses.
DESCRIPTION OF BILL
Senate
Bill 296 creates a specific exemption in Part 811, Off Road Vehicles, 1994 PA
451, from the requirements for ORV safety education and minimum age
requirements for children participating in certain racing or organized riding
events. These events must be supervised
and held on closed, fenced courses on private lands. Organizers must have a physician or medical
personnel on site or on call during the event and the event organizer must have
liability insurance coverage for the event.
Vehicles used must be equipped with certain safety equipment including a
tether kill switch, approved crash helmets and safety clothing.
